Community First! Development Coalition was established in April 2005 as a collaborative support network of Yonkers civic leaders, neighborhood associations and community groups from throughout the city facing common concerns about economic redevelopment. By sharing our knowledge and experiences with each other, Yonkers residents have begun to forge alliances around common interests that strengthen our ability to shape the future of our city.

Tax abatements are outrageous
The actions of the Yonkers Industrial Development Agency in granting tax abatements to the Cross County Shopping Center is outrageous. Mayor Phil A. Amicone is spitting in the face of every hard-working taxpaying resident of this city.
In the 32 years I served as a member and chairman of the Yonkers Board of Assessment Review, I'd be hard pressed to recall one year out of the 32 that the shopping center did not petition for reductions in its property assessments resulting in the center receiving millions of dollars in property tax rebates.
The arrogance of this mayor in the face of an unbalanced budget and a major deficit for 2008-09 is appalling.
Nowhere is it written that because you have the right to grant tax abatements you must use that right even when your city is in financial chaos. And make no mistake about it, when we have to go year in and year out with our hat in our hand for bailouts, we are not fiscally stable and should forgo tax abatements to multi-million, nay, multi-billion dollar corporations, at least until our broken system is fixed.

In the 32 years I served as a member and chairman of the Yonkers Board of Assessment Review, I'd be hard pressed to recall one year out of the 32 that the shopping center did not petition for reductions in its property assessments resulting in the center receiving millions of dollars in property tax rebates.
The arrogance of this mayor in the face of an unbalanced budget and a major deficit for 2008-09 is appalling.
Nowhere is it written that because you have the right to grant tax abatements you must use that right even when your city is in financial chaos. And make no mistake about it, when we have to go year in and year out with our hat in our hand for bailouts, we are not fiscally stable and should forgo tax abatements to multi-million, nay, multi-billion dollar corporations, at least until our broken system is fixed.

NOTICE IS HEREBY GIVEN by the Yonkers Community Development Agency (the “Agency”) and the City Council of the City of Yonkers pursuant to subsections (c) and (d) of subdivision 2 in Section 507 of Article 15 of the General Municipal Law of the State of New York, that the City Council of the City of Yonkers, New York will hold a Public Hearing on Thursday, July 12, 2007 at 6:30 p.m. at the Riverfront Library Auditorium, 1 Larkin Center, Yonkers, New York on the following matters, to wit:
A Public Hearing on the approval of a proposed amendment to the Land
Disposition Agreement between the Agency and Collins Yonkers II, LLC (“Collins”) dated as of June 1, 2006 (“LDA”) to provide for the disposition of certain additional land acquired by the Agency from the City of Yonkers as a result of the discontinuation of certain public streets adjacent to the Parcels B, C, D and a portion of J, as such parcels are designated in the Yonkers Downtown Waterfront Master Plan and Design Guidelines (“Master Plan”) for the redevelopment of a major portion of the downtown waterfront area of the City, extending north and south from the foot of Main Street and situated principally within Riverview Urban Renewal Area (“Additional Lands”); and
The Additional Lands, comprised of the streets known as Water Street, portions of Wells Avenue and Dock street, located adjacent to Section 2, Block 2600 and Block 2605 as shown on the Office Tax Map of the City of Yonkers, were discontinued upon the recommendation of the Planning Board, subject to proper relocation of any existing utility easements of record, and the City Council by Special Ordinance No. 14-2007 adopted on April 24, 2007 approved such discontinuance and authorized and directed the City Engineer to change the Official Map of the City of Yonkers to reflect such discontinuance.
The proposed disposition of the Additional Lands to Collins will be on the
same terms and conditions in the LDA as for Parcels B, C, D and a portion of J, and the Additional Lands shall be deemed part of the Collins project under the proposed First Amendment. The LDA provides that upon substantial completion of the project, Collins shall have an exclusive option to purchase the development site, less the Community Open Space, for the purchase price of $1,200,000 per acre, with the final price determined based on the acreage comprising the actual portion of the site acquired by Collins for the residential project. Substantially all of the Additional Lands will be developed as Community Open Space, and within five years of completion shall be dedicated for public use.
By resolutions adopted by the Agency on April 26, 2006 and by the City Council
on May 23, 2006, Collins was re-confirmed as a qualified and eligible sponsor in accordance with Articles 15 and 15-A of the General Municipal Law of the State of New York for redevelopment of Parcels B, C, D and a portion of J of the Master Plan.
A copy of the proposed form of the amendment to the LDA and the LDA are available for public examination at the office of the Agency, 87 Nepperhan Avenue, Yonkers, New York for a period of ten (10) days commencing on the date of publication of this Notice, between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday.
