The blue signs are up all along Executive Blvd. The Southern Westchester Executive Park (SWEP) is proposing a major expansion and the Yonkers Planning Board will be holding a special session at City Hall this Wednesday, November 28th at 7:00 p.m. to determine the scope and details of what their Environmental Impact Statement (EIS) must address.
The SWEP's proposal has two major components:
First, the SWEP seeks to add a 300,000 square foot Children's Hospital. While the current zoning allows for 1,172,000 s.f. of development 1,107,861 s.f. has been built to date and there is an additional 59,979 s.f. already in the approval process for the Cintas Laundry facility - leaving 4,760 s.f. of development space for a 300,000 s.f. project.
Second, the SWEP owns an additional 56 acres and is now seeking approvals for another 467,000 s.f. as a 'second phase' of the Executive Park.
Currently it appears that the Environmental Impact Statement (EIS) will be ignoring traffic along Warburton and Odell Avenues as well as all of Hastings including Jackson Avenue/Ravensdale Road.
The best way to ensure that critical traffic, steep slope and other environmental issues are addressed in the developer's EIS is to attend Wednesday's Planning Board meeting to request that the scope of the EIS enlarged to include these items.

The Yonkers Planning Board will hold a public scoping session to invite public comment on the proposed expansion of the Southern Westchester Executive Park (SWEP) that will include a new pediatric care facility for St. John’s Riverside Hospital.
Planning Board Applicant, developer Robert Martin Company, LLC, is proposing an amendment to the Comprehensive Development Plan for the SWEP, showing the conceptual buildout of the remaining lands. The proposed plan would effectively double the square footage of floor area within the SWEP but would not increase the acreage or footprint of the SWEP (817,000 square feet of new floor area, for a total of 1,984,840 square feet for the entire SWEP at full buildout).
The SWEP is located on Executive Boulevard in the City of Yonkers; the entire site consists of 28 tax parcels and encompasses approximately 135 acres, of which 56 acres remains undeveloped.
It is important to note that while the conceptual buildout proposal includes an additional 817,000 square feet of buildings, there is only one new building of size 250,000 square feet proposed to be constructed at this time. Everything else identified is conceptual and is presented for the purposes of this SEQRA review regarding the amendment of the Comprehensive Development Plan for SWEP.
The new building would be located at 300 Corporate Boulevard South is proposed to be occupied by the Elizabeth Seton Pediatric Center (ESPC) affiliated with St. John’s Riverside Hospital. The ESPC will occupy 250,000 square feet of the overall SWEP site on a 6.5 acre lot, exclusive of parking, and will include an outpatient clinic, educational space, and 154 beds for residential patients.

2. Amend, Chapter 96 of the City’s Code entitled “Sewerage, Sewers and Liquid Waste” by adding a new “Article V” regarding illicit discharges, activities and connections to separate storm sewer systems.
3. Amend, Chapter 56 of the City’s Code entitled “Building & Electrical Code” by adding a new “Article XV” entitled “The Subdivision Site Plan Review Law and Erosion and Sediment Control”.
4. And any others items that may properly come before this committee.
Copy of this memo, sent to the Administration, is a request to provide counsel from Corporation Counsel and a representative from the Building, Public Works and Engineering Departments.
